FSTD Quality Manager
Role Purpose
The FSTD Quality Manager is responsible for establishing, implementing, and maintaining an effective quality system for all Flight Simulation Training Devices (FSTDs) operated under the Air India Approved Training Organization (ATO), in compliance with DGCA CAR Section 7, Series D, Part VI, CAP 7100, applicable ICAO standards, and manufacturer requirements.
Key Responsibilities
1. FSTD Quality System & Regulatory Compliance
- Establish and maintain an FSTD Quality System acceptable to DGCA, covering initial qualification, recurrent evaluation, and continuing airworthiness of FSTDs.
- Ensure compliance with:
- CAR Section 7, Series D, Part VI (FSTD qualification and oversight),
- CAP 7100 (Approval and Use of FSTDs),
- ICAO Doc 9625 / ICAO Doc 9841 (as applicable),
- DGCA-issued FSTD guidance and circulars.
- Act as the single focal point for DGCA on all FSTD quality and compliance matters.
2. Oversight of Initial & Continuing Qualification
- Coordinate and manage:
- Initial evaluation of new FSTDs,
- Annual/periodic recurrent evaluations,
- Special evaluations following major changes or relocations.
- Ensure timely submission of:
- Qualification Test Guides (QTGs),
- Validation data,
- Configuration control documents,
- Corrective action plans arising from DGCA observations.
3. Configuration Control & Change Management
- Maintain strict configuration control of all FSTDs, including:
- Hardware,
- Software,
- Visual systems,
- Motion systems,
- Aircraft model updates.
- Assess and manage Major and Minor Changes to FSTDs, ensuring:
- prior DGCA acceptance where required,
- appropriate impact assessment on training,
- documentation and traceability.
- Coordinate with OEMs, simulator vendors, and maintenance teams on change implementation.
4. QTG Management & Validation
- Ensure that QTGs remain current, accurate, and representative of the approved aircraft configuration.
- Oversee:
- Periodic QTG runs,
- Analysis of results,
- Rectification of deviations,
- Submission to DGCA as part of continuing qualification.
- Ensure discrepancies impacting training fidelity are identified, recorded, and mitigated.
5. Internal Audits & Surveillance
- Plan and conduct internal audits and inspections of:
- FSTD operations,
- Maintenance activities,
- Training usage of simulators,
- Instructor adherence to FSTD limitations.
- Track findings, root causes, corrective actions, and closure timelines.
- Ensure audit outcomes feed into Management Review and continuous improvement.
6. Training Fidelity & Operational Suitability
- Ensure FSTDs are used only within their approved scope and limitations.
- Coordinate with HoT and Chief Instructors to:
- manage training restrictions arising from FSTD defects,
- publish Impact on Training (IoT) assessments when required,
- ensure instructors are briefed on simulator limitations.
7. Documentation & Records
- Maintain comprehensive records for:
- FSTD qualification status,
- Evaluation reports,
- QTG data,
- Change approvals,
- Defect tracking and rectification.
- Ensure records are readily available for DGCA inspections and audits.
8. Interface with Safety & Training
- Coordinate with the ATO Safety Manager on hazard identification related to FSTD operations.
- Ensure FSTD-related safety occurrences are:
- reported,
- investigated,
- analysed for systemic improvement.
- Support the HoT in ensuring training outcomes are not compromised due to FSTD limitations.
Authority
- Authority to:
- suspend or restrict FSTD use if compliance or safety is compromised,
- recommend corrective actions prior to resumption of training,
- escalate unresolved issues directly to the Accountable Manager.
- Authority to liaise directly with DGCA inspectors on FSTD matters.
Qualifications & Experience
Essential
- Graduate in Engineering, Aviation, or a related technical discipline OR
- Licensed pilot / instructor with substantial simulator operational exposure.
- Minimum 2-3 years’ experience in:
- FSTD operations, maintenance, qualification, or quality oversight.
- Demonstrated experience with:
- FSTD evaluations,
- QTG analysis,
- DGCA / regulatory audits.
- Strong understanding of:
- CAR 7D-VI,
- CAP 7100,
- ICAO FSTD standards.
Desirable
- Previous role as:
- FSTD Manager,
- Simulator Quality Manager,
- DGCA evaluator,
- OEM / simulator vendor technical specialist.
- Experience with Level D FFS and FTDs across multiple aircraft types.
